Mueller knew Graham as an undergraduate and later they were colleagues in Berlin fighting the Soviet NKVD. Graham, meanwhile, is troubled by the hypocrisy of a bankrupt US foreign policy, and has fallen in love with a married American woman, Liz Malone.
